Clearfield County
Local Emergency Planning Committee
The Clearfield County L.E.P.C. is an organization made up of volunteers from throughout the County. Originally, this committee was tasked with overseeing the Clearfield County Haz Mat Team (Special Hazardous Responders of Clearfield County SHARCC), and provides guidance on all issues relating to Hazardous Materials in Clearfield County.
The L.E.P.C members are selected by category to fill seats on the board. The categories are: fire, emergency medical services, law enforcement, emergency management, industry, media, and citizens at large. To become a member, there must be a vacancy in the category you qualify for. It is recommended you are a decision maker (line officer) in your respective category to apply. You must present yourself to the board and request appointment. If approved at a L.E.P.C meeting, the chairman forwards a request for appointment letter to the Clearfield County Board of Commissioners, who make the official appointment.
Once appointed to the board, you are required to make 75% of the meetings, which are held quarterly at the Department of Emergency Management. If you fail to attend the required meetings, the board can declare your seat vacant by a two thirds vote of the members present.
Since the County dissolved the SHARCC team in 2005, the L.E.P.C turned in a different direction. While still responsible for overseeing the counties hazardous materials response program and all things related to Act 165, the L.E.P.C now acts as an advisory board for 9-1-1 policies and procedures for responder dispatch. They also act as the steering committee for the Priority Dispatch Protocols implemented at Clearfield 9-1-1.
